The spouse of head Shuryshkarsky has lost the post

Rough infringements of the legislation on municipal service are opened during the check spent by Office of Public Prosecutor of Shuryshkarsky area of Yamal-Nenets autonomous region. In May, 2009 the order of the head of municipal union Shuryshkarsky his wife has been employed as the expert on housing and to agrarian questions. It was infringement of legislation YANOA as the woman didn't possess the sufficient educational level necessary for replacement of the given post. Besides, it is the spouse of head and is in direct to it submission that contradicts requirements of the Federal law «About municipal service in the Russian Federation».

Let's remind that posts of municipal service are established by legal certificates according to the Register of posts of municipal service in autonomous region. The decision of the head of Shuryshkarsky municipality confirms the register of posts of municipal service in which the post "expert" concerning a post of municipal service of a category «providing experts» is confirmed.

From the text of the concluded labor contract follows that the post of the spouse of head actually concerns younger posts of municipal service on a category «Providing experts». In duty regulations of the expert on housing and to agrarian questions it is fixed that the expert should have higher education — vocational education, and also the seniority of work not less than 3 years.

Meanwhile, it was found out that the spouse of the head of municipal union is trained on correspondence mode of study in Uralsk commerce and right institute and at present actually has only secondary education.
