Ignoramuses in power

Management of the State Office of Public Prosecutor of the Russian Federation in Uralsk federal district realisation of a complex of additional coordination and supervising powers in sphere of anticorruption activity proceeds, it is allocated by the special order of the General public prosecutor of the Russian Federation J.J.Chajki from 3/2/2010.

During the public prosecutor's check spent in management of Federal Agency of execution of punishments of Russia on Yamal-Nenets autonomous region, rough infringements of requirements of the federal legislation on corruption counteraction are opened.

It is established that contrary to law requirements supervising posts in the named management replaced the persons which educational level did not correspond the shown law to requirements. In particular, major S.Shvets has been appointed to a post of the deputy chief of organizational-analytical department, and the chief of one of branches – captain A.Smirnyh which did not have necessary average special or higher education. During supervising actions it is opened 18 more similar facts of illegal stay of employees of management on posts of an average and the senior commanding structure.

Only after public prosecutor's intervention office investigation is organised, 6 officials of management have been compelled to leave, and in the relation 14 more extraordinary certification is appointed. The personnel manager is made for inadequate execution of official duties answerable.

Besides, by check it is established that the head of department has personally admitted occurrence of conflict situations at which its interest has affected objective execution of official duties and contradicted interests of a society and the state.

It was found out that execution of criminal punishment in the form of the conditional imprisonment appointed on a sentence of court to its own son for fulfilment of theft, has been assigned to the criminally-executive inspections, which activity it personally supervised owing to a post. The contradiction of personal and office interests has led to actual absence of control of behaviour condemned at which it regularly supposed malicious infringements of a mode of serving of punishment, and subsequently, being in a drunken state outside of the settlement which is a place of registration, again has committed deliberate crimes, having caused physical injuries to 3 citizens.

Besides, check has shown that the spouse of the chief regional UFSIN is employed on a post in one of divisions of management and actually works in its submission.

Thereupon the assistant to the General public prosecutor of Russia J.Zolotov has brought to the director of Federal Agency of execution of punishments of the Russian Federation A.Rejmeru representation in which for the admitted infringements of the anticorruption legislation the attention to the question on possibility of the further stay of head of department FSIN on Yamal-Nenets autonomous region in a post, and also about bringing to account of other officials is brought.

On results of consideration of these requirements according to the Federal law «About Office of Public Prosecutor of the Russian Federation» should be informed in 30-day term.
