Sergey Karasev has begun work in the City administration in 1995 after the termination of the Saratov state economic academy. Has two higher educations: economic and legal. Has passed all steps of career growth from the expert of I category of committee in management of municipal property to the Head of administration of a city. Under Sergey Karasev's direct home nursing at various times there were questions of economy, business, investments, ground and property relations, questions of management of the municipal property, mortgage lending, the legal block.
