The next session of Social council has taken place at the head of administration of the city of Labytnangi.

Its structure includes representatives of local branches of political parties, public and religious associations. The session summons included two basic questions: about preparation for elections of deputies of Legislative Assembly of Yamal and about placing of the municipal order for purchase of the goods, performance of works (services). It is necessary to notice that themes for discussion are offered by public men, and questions discussed during sessions reflect those problems which excite the majority of townsmen. Struggle for votes had joined all political associations operating on a city territory of Labytnangi. And during discussion of the information representatives of parties could express the opinions and wishes to organizers of elections.

Whether a budget money — too an important question is how much effectively and reasonably spent. Sergey Vodenikov has informed on an order and conditions of placing of municipal orders of purchase — the chief of profile department of the City administration public men. Last year 482 procedures of placing of municipal orders have taken place, 19 competitions, 207 open auctions, 256 inquiries of quotations are spent. 44 establishments-bjudzhetopoluchatelja have concluded contracts on acquisition of the goods and performance of services, having spent an order of semibillion roubles. The part of municipal orders was executed by representatives of small and average business.

Unfortunately, the legislation in this sphere is not perfect. More often problems are connected with building business: to win auction on carrying out of repair work potential contractors at times go on considerable decrease in the initial price of the contract, quality as a result suffers. To "Get rid" of unfair "partner" it is possible only in a judicial order. Further procedure of placing of the municipal order should be spent anew. Certainly, all it tightens time.

One more question which has been sounded during session, concerned closings of a unique bookshop in a city. The Current situation was commented by the head of administration of a city Sergey Karasev. The matter is that trade is especially a private affair. The problem of local governments consists in development of trade by business support on a city territory. At the expense of means of the local budget it is possible to render support by granting of grants for indemnification of percent on credits or to compensate expenses for payment of utilities. It is possible to help the beginning businessman, decided to be engaged in second-hand activity, by granting to it grant supports. In any case, granting above the listed kinds of the financial help appears on a competitive basis, the businessmen who are carrying out priority kinds of activity have advantages, second-hand that concerns.

Current year the session summons has been settled by acceptance of the plan of work of Social council. The plan will be placed on an official site of the City administration.
