On Yamal develop service of "one window"

Governor Dmitry Kobylkin took part in selector meeting under the leadership of Russian Prime Minister Dmitry Medvedev concerning development of the multipurpose centers of providing the state and municipal services which took place in a video conferencing mode.

Opening selector meeting, Dmitry Medvedev called creation of the multipurpose centers by the major task. Providing the state and municipal services in the principle of "one window" is fixed in one of May Decrees of the President of the Russian Federation on improvement of system of public administration.

According to the Russian Prime Minister, it is necessary to try to relieve citizens of need to go on different instances behind references and various documents, to stand idle in turns at payment of penalties and services in banks, in traffic police, the public and municipal authorities. Last year the list of the most demanded state services which have to be provided by such centers first of all was established. It concerns services of registration of real estate, registration of passports, obtaining the construction license and a number of others. It is planned that the list will constantly replenish and extend.

Today in Russia nearly 850 multipurpose centers work. Access to them have slightly less than a third of the population of the country. Dmitry Medvedev designated a task: until the end of 2015 to provide access to service by the principle of "one window" for 90% of the population. For this purpose, according to him, it is required to increase quantity of MFTs almost three times. The point of a receiving and delivery of documents has to be in each city district and municipality.

"The key role in development of the centers belongs to regions", - especially were emphasized by the Prime minister.

On Yamal big organizational work on development of the multipurpose centers is so far done: the operator of service is defined, the list of the state and municipal services provided by the principle of "one window" is approved also.

Work is conducted with all territorial divisions of federal public authorities. Cooperation with territorial administration of Federal Registration Service can serve one of successful examples. The receiving and delivery of applications for services of this department is carried out on all region. Many yamalets managed to feel a number of pluses of an innovation. So, the multipurpose centers work six days in a week, it is possible to receive result in any of divisions on all territory of the district. Terms and volume of paper document flow were considerably reduced.

For further development of a network of the multipurpose centers for providing state services on Yamal there is a preparation of rooms and other necessary actions. Today in the district 9 territorial departments of the multipurpose center are created.

Taking into account opportunities of the regional budget it is planned that city districts and administrative centers of municipal areas will be provided with rooms for placement of departments of MFTs next year.

This year 234 million rubles are allocated for implementation of the program on MFTs development from the district budget. 104 million rubles it is planned to allocate in 2014 and 2015. The part of funds for development of system is planned to receive from the federal budget. According to Dmitry Medvedev, during 2014 and 2015 at the development of the multipurpose centers it will be aimed by 6 billion rubles.
