Innovations on Yamal will be supported.

The governor of Yamal Dmitry Kobylkin has signed governmental order JANAO about the statement of the departmental target program «Development of innovative activity in Yamal-Nenets autonomous region for 2009-2011». In the document are recognized by become invalid a little before the accepted regulatory legal acts and some positions are corrected.

The program purpose remained invariable – development of innovative activity in the Arctic region. For its achievement it is necessary to solve problems of increase of level of innovative activity and culture in region and to continue formation of image of district as territories of innovative development. Besides, before Government JANAO there are problems of maintenance of organizational, methodical and technical support of innovative activity in district. The total amount of financing at the expense of the regional budget for the three-year period is provided in volume of 30,732 million roubles from which for 2011 it is planned – 9,225 million roubles.

Transfer of economy of Russia into an innovative way of development demands the complex approach to development of innovative activity, effective functioning of innovative system in interests of realization of the state innovative policy. For the Russian regions activity activization in this direction and formation of the centers of innovative activity and a necessary infrastructure of support of innovations becomes the extremely important.

Experts notice that the autonomous region has high potential for successful development of innovative activity. Among positive characteristics presence of the hi-tech manufactures connected with extraction, processing and transportation of hydrocarbonic raw materials (it causes of attraction of highly-skilled personnel and constant updating of technologies and the equipment) especially makes a reservation; presence in enterprises TeKa of the scientific and technical centers which are carrying out search, examination of innovative workings out and their application in manufacture. Also experts notice escalating quantity of innovations in social sphere of Yamal (formation, public health services, culture, controls of the state power of district and municipalities) that, certainly, is the catalyst of transfer of region on an innovative way of development.

Thus experts notice that the economy of Yamal has the expressed monobranch character. The requirement for high-class professionals is satisfied with the enterprises of an oil and gas complex, basically, at the expense of attraction of already taken place experts often a method that doesn't promote development of a regional scientifically-educational complex.

Modern technologies are applied, first of all, in own industrial divisions, when such vital to all peoples branches as housing and communal services, building, transport stand aside. The accepted program urged to promote the decision of the designated problems and to make active creation of innovative structures in region. Within the limits of the target program carrying out of competition of innovative projects, the organization and competition carrying out «the Best inventor and rationalizer YANAO», the scientific on revealing scientific both innovative potential of the population and attraction of inventions and efficiency proposals in social and industrial spheres of district, and also the organization and carrying out of the Yamal international gas forum «Gas and gazhimiya» will be continued.

Governor YANAO has assigned control over execution of the decision to the first deputy of the head of region Vladimir Vladimirova.
