On October, 9th workers of a mail service of the whole world celebrate the professional holiday - the World day of mail. This date has historical value as this day the main international post organization - the World postal union has been based. There was it on October, 9th, 1874 in Switzerland, where representatives of 22 countries including Russia, have signed the Bern contract. The second congress which has taken place May, first, 1878, has changed the postal union name. Now it began to be called not general, and the World postal union covering territory in 114 million square kilometers with the population in 1,4 billion of persons. Almost all countries of the world have adjoined this union. The subsequent congresses only have improved and simplified the international post exchange. The decision on celebrating of the World day of mail was accepted on XVI Congress VPS passing in Tokyo in 1969 as the professional holiday of all which pulls together the countries and the people, promotes general prosperity.

The national post administrations entering, form uniform post space and the largest global доставочную a network, providing annually processing and delivery in all corners of globe almost 440 billion items of mail. Today the international mail speaks in 6800 languages of the clients, 191 post administration entering in ВПС, form uniform post space and the largest physical network of delivery all over the world.

Mail – an integral part of economy of each country, providing working employment approximately for 5 million persons all over the world. Mail of Russia as the national post operator, serves the population of all Russian Federation. Today as a part of the enterprise work more than 350 000 persons working in 85 branches.

Mail is present practically at all most remote areas of many countries, and is an exclusive communication facility with an external world, has really the world character and serves as the uniting beginning. Modern post offices any more aren't only a place where it is possible to send or receive the letter or a parcel; it also a place where it is possible where electronic and financial services are offered.

Traditional services of a mail service, such as transfer of written correspondence, today all are in a greater degree replaced with telecommunication services that leads to decrease in their volumes. However huge possibilities of post networks don't remain unclaimed. Post operators actively introduce and develop the most demanded the population and business of service with use of modern technologies.

According to the World postal union, today about 65 % of national post services of the whole world render hi-tech services and give to the clients online services. In particular, 16 % of post operators offer payment of invoices through the Internet, 13 % – online payment of post gathering, 10 % – delivery of the departures which reception makes sure a digital signature. 12 % of post services realize Internet trade services. At last, 40 %, including Mail of Russia, put at disposal of the population points of access to the Internet.

Besides, development of telecommunications doesn't assume full refusal of physical delivery and leads to reduction of volumes of letters. However it doesn't concern delivery of parcels. On the contrary, in many countries at the expense of electronic sales the volume mails annually increases by 20 %. Besides, post services offer more and more the electronic financial services adapted for requirements of clients, logistical and many other services. Thus especially important and perspective direction of their commercial development is creation and advancement of post banks on the basis of a post infrastructure. Such banks allow to raise cardinally availability of bank services to the population and business, to stimulate increase of business activity of citizens and the general economic growth.

Practice abounds with examples of successful functioning of national post banks. Since December, 2009 work on creation of such bank in the Russian Federation is conducted. It will realize bank services by means of the extensive and territorially distributed network of branches of Mail of Russia in territory of all country. Thus, in immediate prospects the Russian post workers will already master a line of activity new to which will allow them to receive additional incomes. And the assortment of services of post offices will replenish with qualitative and accessible bank services, the extremely demanded citizens, and also small and average business.

Now all over the world passes process of reforming of a mail service. This process had joined also Russia, the network of which federal mail service includes over 42 thousand objects, among them more than 40 thousand branches of a mail service, 1860 knots of a mail service, about 100 post offices. Finishing of speed of delivery of correspondence to the world standards, maintenance of absolute reliability and expansion of a spectrum of services - here for the sake of what post reform is necessary. Modern mail in many industrially-developed states actively works in sector of logistics, pochtovo-bank services, catalog trade and direct post mailing, actively develops information technology, hybrid mail and electronic commerce. All these directions - in sphere of attention of Russian mail which should become the center of granting of quality services, both to the population, and business. Finally mail reform has a strongly pronounced social orientation - to return to Russians belief in mail.

Today's successes of Russian mail is, first of all result of work of the whole generations of post workers. Despite a low salary, these people are strong connected with the trade. Thanking it mail, having passed through all cataclysms of the last epoch, remained not only afloat, but has achieved today considerable successes.

On October, 8th on the threshold of the World day of mail solemn celebration of honored workers of a mail service will take place.

In 1874 in capital of Switzerland Bern Conference of plenipotentiaries of twenty two countries has been called, including Russia, on purpose to develop the uniform point of view by principles of the organization and functioning of the international post exchange, an order of the coordination of tariffs and systems between post administrations for the international mail. Conference has come to the end with signing of the Contract and creation of the General postal union, and also acceptance of the World post convention – the basic document regulating functioning.
Today the World postal union which includes 191 national post administration, is the main post body developing strategy of development of world post sector and providing information, consulting and technical support to member countries of the Union.
