Yamal "Rosneft" illegally overpriced gasoline

The head of Yamal-Nenets OFAS of Russia O. Pecherin initiated proceedings on signs of violation of the antitrust law Rosneft Salekhard regarding violation of the order of the pricing expressed in excess of the limit size of a trade extra charge at calculation and establishment of retail prices for oil products established by regulations, realized through gas station in MO territory Salekhard and MO Tazovsky district.

In November - December of the current year sharp increase of retail prices for the fuels and lubricants realized on Rosneft is recorded. In Salekhard the price for 1 liter of gasoline of the AI-92 brand raised from 26 rub 70 kopeks to 29 rub the 20th cop, AI-95 brand gasoline - from 28 rub 30 kopeks to 31 rub 60 kopeks for 1 liter, diesel fuel - from 28 rub to 31 rub 50 kopeks for 1 liter.

Preliminary calculations of the actual trade extra charge on the oil products which have been carried out by specialists of Yamal-Nenets OFAS of Russia, showed its considerable excess in comparison with the limit trade extra charge established by 351 orders of Department of economy of the Yamalo-Nenets Autonomous Area. According to the specified order, the limit trade extra charge, has to make 19,51 percent from the price of purchase of fuels and lubricants.

The specified situation conflicts to the Federal law "About protection of the competition" which imposes a ban on violation of the order of pricing established by regulations by the managing subjects occupying a dominant position in the commodity markets. Rosneft share in the market of retail realization of oil products in the city of Salekhard makes more than 65 percent.

It is offered to Rosneft to prove documentary the actions, and also to submit the scheme of calculation of formation of selling retail price for 1 l. gasoline of automobile and diesel fuel.
