The Yamal teenagers will pay for open bottles

Occurrence of minors in public places with spirits will be punished by the penalty. Corresponding amendments in the regional law on administrative infringements were brought by deputies of Legislative Assembly of Yamal-Nenets autonomous region on May, 18th at session of district parliament.

Under the information placed on an official site of parliament of district, the district law is added by article in which it is told that stay of minors in streets, stadiums, squares, parks, in a vehicle of the general using, entrances of apartment houses, in other public places with low alcohol drinks, beer or the drinks made on its basis which container is opened, — attracts imposing of the administrative penalty.

On minors at the age from sixteen till eighteen years the sizes of the penalty will make from three hundred to five hundred roubles, on parents or other lawful representatives of minors is elderly till sixteen years — from five hundred roubles to one thousand.

«The legislation provides responsibility for drinking by minors production and their occurrence in public places in an alcohol intoxication. But in practice it is difficult to make someone answerable as it is difficult to prove circumstances of a perfect offense.

Besides, the current legislation doesn't establish the accurate list of public places (for example, entrances of apartment houses) while in these parts minors, use beer and other spirits.

The made amendments should change an existing situation, and to set minors thinking, as the fact of presence of an open bottle or a can of beer at the teenager will be the basis for attraction to administrative responsibility », — the chairman of Committee of Legislative Assembly of autonomous region on a state system and local government Marat Abdrahmanov has commented on the decision of deputies
