Target programs of Yamal

The governor of Yamal has confirmed the long-term target program «Health and safety of population YANAO for 2011-2013».

The governor of Yamal confirms the district long-term target program «Health and safety of the population of Yamal-Nenets autonomous region for 2011-2013». We will note, it is focused on the prevention and liquidation of emergency situations of natural and technogenic character, the performance organization at intermunicipal and regional level of actions for civil defense, protection of the population against emergency situations, maintenance of fire safety.

Financing from the district budget will make 695 862 thousand roubles, of them in 2011 – 353 062 thousand roubles.

Level of natural and technogenic threats in region territory is caused by a considerable quantity of potentially dangerous objects, basically objects of extraction, processing and oil and gas transportation, a considerable quantity and extent of the main gas pipelines, prevailing wooden building of settlements, extreme prirodno-environmental conditions, etc.

The basic sources of acts of nature on Yamal are high waters and natural fires. Ice jams can be the most probable sources of emergency situations at passage of a spring high water. Places of their possible occurrence are defined. Territories of Nadym, Purovsky and Shuryshkarsky areas are subject to flooding. In case of increase of level of flood waters or formation of ice jams in a risk zone there can be 11 settlements, 21 object of economy, 254 apartment houses with an aggregate number of the population to 5 thousand persons, electric mains of 4,5 km.

In the centers of natural fires it can appear about 93 thousand persons of the population in 43 settlements.

Now in district functions from above potentially dangerous 409 objects, including 270 industrial targets which are carrying out extraction, processing, storage and transportation of oil and oil products.

The program will be realized per 2011-2015 in three stages. On the first (2011-2012) will be realized the actions directed on creation of new models and technologies of a development of education in various directions, approbation of technologies. At the second stage (2013-2014) it is supposed to carry out actions for completion of models and technologies of a development of education. At the third stage (2015) realization of the actions directed on practical introduction and distribution of received results is provided. Education system YANAO is today the developed network of educational institutions from preschool before vocational training. Now in branch there are structural and substantial changes according to directions of an educational policy of Russia.
