Также впервые в регионе прожиточный минимум и минимальный размер оплаты труда сравнялись, каждый из них теперь равен 9500 рублям. Кроме того, с начала 2010 года в округе на 30% «подросла» и студенческая стипендия. На все эти повышения из казны выделено 1,670 миллиарда рублей.
